Phoenix Reffaella is an S-Rank Fire Anomaly Agent expected to arrive in Zenless Zone Zero Version 3.3. To raise Phoenix to Level 60 and fully upgrade all five Skills and her Core Skill, prepare 300 Senior Investigator Logs, five Hamster Cage Passes, the required promotion and Skill materials, and 3,705,000 Dennies.
Looking for her W-Engines, Drive Discs, stats, skill priority, and teams? See our complete ZZZ Phoenix Guide.

Phoenix uses Anomaly Certification Seals to increase her level cap:
Farm these materials from the Agent Promotion - Anomaly Drill Combat Simulation. Lower-rarity Certification Seals can also be converted into higher-rarity versions through material crafting.

Phoenix also needs 300 Senior Investigator Logs to reach Level 60. These can be obtained from Investigation Specialization Combat Simulations, Outpost Logistics, events, and other progression rewards.
Because Senior Investigator Logs and Dennies can be used by every Agent, they are safe to collect even if you have not made a final decision about pulling Phoenix.
Phoenix uses Burn Chips to upgrade her Basic Attack, Dodge, Assist, Special Attack, and Chain Attack.
Maxing all five Skills requires:
Burn Chips are available from the Agent Skill - Heating Test Combat Simulation. They can also be obtained through material conversion and selected event rewards.

Hamster Cage Passes are required for the final level of each Skill. Since they are mainly obtained from events, the New Eridu City Fund, and Association Supplies, avoid using them on low-priority Skills unless you have enough saved.
Based on Phoenix's current kit, her Core Skill should receive the highest priority. For her regular Skills, focus on Basic Attack and Special Attack before investing heavily in Chain Attack, Assist, and Dodge.
You do not need to max all five Skills immediately. The totals above are intended for players who want to complete every Skill upgrade.
Completing Phoenix's Core Skill from A to F requires:
Higher Dimensional Data: Bloodstained Miasma Feather comes from Expert Challenge: Sacrifice - Covenant Guardian.

A standard challenge run costs 40 Battery Charge and provides five Bloodstained Miasma Feathers. Starting from zero, you need:
Burnout Mode can reduce the number of individual battles by doubling both the Battery cost and rewards, but it does not reduce the total Battery Charge required.
Counterfeit Nuclei come from Notorious Hunt: Kusarikku. They can also be obtained through the Hidden Treasure section of Outpost Logistics.

Notorious Hunt provides three free reward attempts each week. These free attempts are shared across all Notorious Hunt bosses, so use them on Kusarikku when Phoenix is your main farming priority.
After using the three free attempts, you can activate Pursuit to the Depths and continue farming. Each additional run costs 60 Battery Charge.
Starting from zero, you can obtain all nine Counterfeit Nuclei in either of the following ways:
The free weekly attempts make Counterfeit Nuclei worth farming first, but the material is not restricted by a hard weekly limit.

Phoenix's signature is currently listed as an S-Rank Anomaly W-Engine. Its final name and details have not yet been confirmed.
To raise it to Level 60, prepare:
Anomaly Components can be farmed from W-Engine Modification Combat Simulations. W-Engine Energy Modules are available through Combat Simulations, events, commissions, and other progression rewards.
These materials are not included in Phoenix's 3,705,000-Denny character total. Fully upgrading Phoenix and her signature W-Engine requires 4,105,000 Dennies in total.
Only prioritize these materials if you intend to obtain her signature W-Engine. The components and Energy Modules can still be collected later without delaying Phoenix's character levels or Core Skill.
Use the following farming order to make the best use of your free attempts and Battery Charge:
This order secures the free weekly rewards first while preventing optional W-Engine farming from delaying Phoenix's essential upgrades.
Prefarming makes sense if you already plan to pull Phoenix and want to use her immediately after obtaining her. Her currently listed Certification Seals, Burn Chips, Core Skill materials, Senior Investigator Logs, and Dennies can be collected before Version 3.3 begins.
If you are still undecided, start with flexible materials:
These resources can be used by other Agents and W-Engines if Phoenix's final materials change or you decide to skip her banner.
Planning to pull Phoenix in Version 3.3? Check your Polychromes and pity before her banner arrives. If you still need more Monochromes, top up Zenless Zone Zero through UUTOP before pulling.

Counterfeit Nuclei and Hamster Cage Passes are the most restricted materials. Start collecting Counterfeit Nuclei through weekly Notorious Hunt attempts as early as possible.
No. Phoenix
No. The full materials list assumes that all five Skills reach Level 12. Players with limited resources can prioritize her Core Skill, Basic Attack, and Special Attack first.
Fully building Phoenix requires 300 Senior Investigator Logs, five Hamster Cage Passes, 3,705,000 Dennies, and the necessary Anomaly, Fire, Expert Challenge, and Notorious Hunt materials. Begin with the free Kusarikku attempts, complete the Bloodstained Miasma Feather farming, and then spend your remaining Battery Charge on promotion and Skill materials.
Preparing these resources in advance will let you raise Phoenix quickly when Version 3.3 arrives. Good luck with your prefarming, and may every Proxy who wants Phoenix bring her home.
