Vodyanitsa is an HP-scaling support, so the best Genshin Vodyanitsa build focuses almost entirely on Max HP. Her healing, personal Skill damage, and Lead Vocal and Chorus bonuses all benefit from HP.
Her HP-based damage bonuses begin scaling after 40,000 Max HP and reach their maximum value at 65,000 HP. Reaching this cap matters more than building CRIT, Hydro DMG Bonus, or Elemental Mastery.
Vodyanitsa's Elemental Skill provides nearly all her essential support. Her Burst deals damage but does not control her healing, resistance reduction, or interruption resistance.
Vodyanitsa reveals her Water Imp form and deals AoE Hydro DMG based on her Max HP. She then activates Song of Ages Past for 16 seconds and summons the Horn of Spring's Call.
The Horn attacks once every three seconds and deals off-field Hydro DMG. Enemies damaged by the Skill or Horn receive reduced Hydro and Cryo RES. At Talent Level 10, the reduction reaches 30% and lasts six seconds after each hit.

Stop stacking HP after reaching 65,000 because the Lead Vocal and Chorus bonuses have reached their maximum scaling. Additional rolls can then go into Energy Recharge or CRIT Rate for Favonius Codex.
A Healing Bonus Circlet increases her healing but lowers her HP-based buffs. Use HP% as the default Circlet and switch to Healing Bonus only when her healing is insufficient after reaching the HP target.
Hymn of the Maelstrom is Vodyanitsa's signature weapon and her best overall Catalyst. At Level 90, it provides 66.2% HP and increases her Healing Bonus.
